Defining bad data leakage activity and the companies that are involved

At my company, we are utilizing tools to scan and identify pixels and cookies being dropped in 3rd Party tags, both from direct sales and from remnant/RTB. This scanning has provided us a wealth of data about the presence and identity of the companies dropping them, but we are searching for more industry expertise on what companies are "behaving badly" and should be monitored, limited, or blocked. Is there an individual out there that has some of this knowledge to share or experience with a vendor that has been a good partner in this process? At AdMonsters Boston, there was at least one publisher that certifies 3rd Party tag providers before running them live. Is anyone else doing something similar?
